[nwbcc] Rules for club competition

I like the first version (The Isle of Man one), basically all we need  
to do is say images must be jpeg, 1024 max. on longest side. There is  
no need to specify ppi as it won't effect the image, and most people  
will save at the maximum level for highest quality.

It may be a good idea to specify a maximum file size, and having the  
category in the filename would be useful.
